With the endorsement of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, this five-year initiative aims to deepen the integration of residential districts, commercial hubs, and industrial zones through the addition of 634 kilometers of roadways, at an anticipated cost of AED 3.7 billion (approximately USD 1 billion).

This newly approved plan is not merely a response to the escalating population growth and the relentless urban expansion that Dubai has experienced in recent years; it is also a reflection of the UAE’s overarching vision to enhance the quality of life for its residents. A Closer Look at the Development Plan

The Roads and Transport Authority (RTA), led by His Excellency Mattar Al Tayer, has outlined a well-researched framework targeting 12 specific areas of urban development. Looking ahead, 2026 is set to be a pivotal year with the projection of 92 kilometers of internal roads to be constructed in Nadd Hessa and Al Awir 1. Progress will continue into 2027 with an additional 45 kilometers to be developed in Al Athbah, Mushrif, and Hatta, alongside 14 kilometers in the Industrial Area of Warsan 3.

The scale of this project will reach its zenith in 2028, with construction planned for some of the longest roadways in the project—an extensive 284 kilometers across three communities: Al Awir 1, Wadi Al Amardi, and Hind 3. Notably, 221 kilometers will be concentrated in Al Awir 1 alone, emphasizing a strategic investment in infrastructure that aligns with population density patterns in the emirate.

The final year of the initiative, 2029, promises to carry the momentum forward with an additional 200 kilometers of internal roads slated for Hind 4 and Al Yalayis 5, demonstrating a sustained commitment to comprehensive urban planning.

Previous Achievements in Road Development

Complementing this forward-thinking plan, the RTA has already made significant inroads in the road infrastructure landscape. By the end of last year, Dubai had completed a total of 6,000 kilometers of roads in residential and industrial zones, laying the groundwork for this extensive five-year strategy. Since 2011, the RTA has paved internal roads in 28 areas, showcasing a consistent dedication to improving the urban infrastructure.

In recent months, road construction efforts have resulted in 83 kilometers of newly developed internal roads in 17 areas, with ongoing work taking place in high-demand locations such as Jebel Ali Industrial and Nazwa.
